Topic Summary

The Outer Space Treaty of 1967 remains the cornerstone of international space law, most notably declaring space the “province of all mankind” and banning weapons of mass destruction in orbit. However, it was written for a different era. Today, more than 90 nations operate satellites, while private companies launch thousands more. Crucially, every major military power depends on space assets for communications, navigation, and intelligence. With the growth of anti-satellite weapon tests generating debris fields, commercial satellites being used to support active military operations, and multiple nations racing to the Moon, the future of space militarization has become a critical issue. Yet current efforts to negotiate new binding treaties have stalled because of great-power rivalry, leaving only voluntary guidelines and soft-law frameworks in place. This committee must therefore address a central question: how can space law be modernized to prevent conflict and maintain space as a shared domain while still preserving innovation and progress?


Director’s Letter

Dear Delegates,

It is my pleasure to welcome you to the Committee on the Peaceful Uses of Outer Space of HNMUN 2027! I am honored to serve as your Director, and I cannot wait to see the incredible enthusiasm, innovation, and diplomacy that you will all bring to this committee.

My name is Isabella Raskin Calvo, and I am a sophomore at Harvard studying Applied Mathematics with an application in Biomedical Engineering. I began participating in Model UN in high school, but I truly fell in love with it here on the college circuit. At HNMUN, I have previously directed the 2026 ECOSOC Bilingual Committee, the 2025 ADHOC Committee, and the 2026 ECOFIN Committee at HNMUN-LA. I am also the Director-General for HNMUN Latin America 2026.

International relations have always fascinated me, especially because I grew up between Mexico, Moscow, Malta, and the UK before settling in Madrid. Traveling (shocker) is therefore one of my favorite hobbies, but I also love reading, going on long walks (bonus points if I get lost), and watching films—especially at the cinema.

I am here for each and every one of you before, during, and after our committee session, so please do not hesitate to reach out if you have any questions or concerns. I look forward to meeting all of you soon!
